If Verne 1.0 for EABA is not the definitive Victorian rpg reference, then it is darned close. Not just a reference, but an entire steampunk gameworld for EABA that starts with the historical Victorian Era and then adds in the fiction of Jules Verne, H.G. Wells, Edgar Rice Burroughs and others.
